1. All interest component should be removed and allottees of BHS-09 should be given a choice between:
a. Full down payment – Under this, 10% discount on total premium should be given.
b. Construction Linked Plan – Interest free installments linked with progress in construction should be periodically taken from allottees. Penal interest may be applied in case of default. Prior consent should be taken from allottees that they will be able to manage such installments from their resources, if not, all assistance should be provided for them to get loan from Banks.
2. Total Premium of built up houses should be re-assessed with respect to the cost of land applicable and actual cost of construction. If, eventually, GNIDA is able to further save on cost of construction, amount should be returned to the allottees.
3. Location charges should be levied only on Corner Plots and that too to the extent of 10% (in line with U.P. Awas Vibhag's guidelines). This Location Charge should be only on the cost of Land and not on the Construction Cost.
4. GNIDA should undertake that the houses will be handed over to allottees in good shape and zero snags.
5. There should be no bias between BHS-09 Allottees, Private Build Consortiums/Groups and allottees of other Schemes of GNIDA.
7. Serious thought should be given to converting this scheme from built-up houses to allotment of plots. This would take care of most of the concerns and the allottees will be able to control expenses towards cost of construction. This is especially good option in the times of Recession as the immediate payment issues are resolved and allottees can build their houses once recession softens. This conversion will be especially good as GNIDA has already received the cost of plot and no work has yet been started at site.
8. All those allottees who have cancelled their allotments should be provided another opportunity after the above concerns have been addressed and suitable action taken. If such allottees are keen to take the built-up houses/plots after the above issues are resolved, all money forfeited by GNIDA should be adjusted towards their payments due to GNIDA thereafter.
9. An immediate dialogue should be started with the Allotees so that their morale does not drops any further.
10. Immediate steps should be taken so that the confidence and trust in the Government and its Organization is sustained in the minds of General Public.
